Manchester is a really vibrant and interesting city, so if you have time to explore we would certainly recommend it! Here are a few suggestions of things to see & do in the city: <br />

<b>Town Hall</b> – Manchester's famous neo-gothic town hall was designed by Alfred Waterhouse and built between 1868-1877. The imposing 280 foot clock tower is a landmark across the city skyline, and there are a number of sculptures both outside the building and inside in the grand sculpture hall – for example, the entrance hallway is flanked by scientists James Prescott Joule and John Dalton on either side, who both lived and worked in Manchester. The ground floor sculpture hall area is open for the public to look around, and there is a very nice café here too. <br />
<b>Market St & Arndale Centre</b> – If you are looking for a little retail therapy, the main shopping area of Manchester is along Market Street and the adjoining Arndale Centre. Here you will find all of the big high street shops, and department stores including Debenhams, Selfridges and Harvey Nicholls (Harvey Nicholls is just a little past the end of Market St, in Exchange Square). The shops get very busy at the weekend, but there are plenty of coffee shops for a rest, and there are generally a selection of street entertainers on Market St especially at the weekend. <br />
<br />
<b>Northern Quarter</b> – for an alternative shopping and dining experience, the Northern Quarter area of Manchester contains many smaller and independent outlets. Afflecks Palace is located on Church St and is a treasure trove of small shops selling all things from crafts, buttons, alternative clothes and ice creams! (Ginger's Comfort Emporium ice-cream shop is one of the best in the city). Bars such as Odd and Matt & Phred's Jazz Club are well known local haunts, and worth a look in an evening. Almost Famous and Solita are very good casual dining places in this area – both selling gourmet and imaginative burgers! <br />
<br />
<b>Manchester Art Gallery</b> – For a little culture, the Manchester Art Gallery is just a 10 minute walk from the conference venue on Mosley St, and is a lovely oasis of calm in the city. The main gallery houses fine art and craft & design collections, with a separate Costume Gallery located a few miles away in Rusholme. During the conference, there are exhibitions on 'The Edwardians', 'Jai Redman: Paradise Lost', 'Strange and Familiar: Britain as revealed by International Photographers' and 'To Be Human'. <b>John Rylands Library</b> – John Rylands Library on Deansgate is not to be missed by anyone with an interest in Libraries or beautiful architecture! The main reading room is breath-taking, seeming more like a cathedral than a reading room. The gothic building opened in 1900, and was originally a memorial by Henrietta Rylands to her husband. It is now owned by Manchester University, and holds their special collections. It is open to the public daily (entry is free), and as well as marvelling at the building itself, there are regular exhibitions showcasing their collections including medieval manuscripts and examples of the earliest books ever printed. Our venue for the BIALL 2017 Conference is the Principal Manchester Hotel, which is on Oxford Road in central Manchester. The area immediately around the venue includes Oxford Road station, as well as a number of shops and eating/drinking places. Should you need to pop out for any supplies during the conference, there is a Sainsbury’s Local just across the road, and a Tesco Express a couple of minutes walk away (turn right out of the hotel). There is also a Superdrug and a Boots just a few minutes away (also right out of the hotel). There are a number of cafes and coffee shops nearby – a recommended local coffee shop is Java Coffee, which is located at the bottom of the station approach at Oxford Rd Station – just right out of the hotel and across the road. <br />

A recommended place to visit if you have spare time is the HOME arts centre which is 5-10 mins walk from the conference venue – cross the road outside the hotel and walk straight down Whitworth St, then follow the road round until you come to a sign for HOME pointing left under a railway arch. Before you go into the HOME building, you will pass the Gas Works pub and also see the Indian Tiffin Room restaurant, both of which are very good. HOME itself contains a lovely ground floor bar, a restaurant, cinema, theatre and exhibition space. Details of what is on are at <a href="https://homemcr.org/">https://homemcr.org</a>. <br />
Manchester Central Library is located just a few minutes walk away from the conference venue, in St Peter’s Square which is at the end of Oxford Road (right out of the hotel). The Library holds a brilliant interactive display of items from Manchester’s historical archives which is well worth a look. A tour has been arranged for BIALL Conference delegates on Saturday 10th June shortly after the conference closes – please do book onto this via the conference organisers if you would like to attend. <b>The Manchester Bee</b></div>

Whilst walking around Manchester, you may notice images of bees on a lot of buildings, lamp posts, bins, plant tubs etc; this is because the worker bee is the adopted symbol of Manchester. Since 1842 the bee has been incorporated into the city’s coat of arms, and was adopted as a motif due to Manchester’s role in leading the industrial revolution, with the industrious worker bee representing the hard-working people.<br />

To assist with setting priorities and to demonstrate sufficient interest to the Institute for Apprenticeships a survey has been published to gather views from information professionals across all sectors.

<o:p>If arriving in Manchester by air, there are a number of ways in which you can travel into the city centre from the airport : Taxi, train, bus or tram (Metrolink)! <br /><br />Taxi ranks are located outside all terminals, and there are also private hire booking desks at each terminal, which tend to work out as a cheaper rate – it should cost around £20 for a taxi from the airport to the city centre. <br /><br />The train and Metrolink station is located in between terminals 1 and 2, and a shuttle bus is available from terminal 3 (although it is walkable in about 10 mins weather permitting). Trains run very frequently into the centre, costing £5 for an anytime single ticket, and take around 15 minutes – the tram takes much longer (up to an hour) due to taking an indirect route via lots of Manchester suburbs! Details about all travel methods to/from the airport are available at <a href="http://www.manchesterairport.co.uk/at-the-airport/">http://www.manchesterairport.co.uk/at-the-airport/</a><br /><br />If arriving by train, the nearest station to the conference venue is Manchester Oxford Road – this is right across the road from the hotel. The main station on the West Coast Mainline is Manchester Piccadilly, which is around a 10-15 min walk to the hotel, or a 2 minute journey on a train to Oxford Road. If you have a ticket which states ‘Manchester Stations’ as your destination, this is accepted to travel to Manchester Piccadilly, Manchester Oxford Road and Manchester Victoria stations. <br /><br />Once in the city centre, it is easy to walk to most areas, or if you wish to catch public transport the tram and the free metroshuttle are the two best ways to get around. The nearest tram stop is St Peter’s Square, about 5 mins walk away – from here, a tram can be taken out to Salford Quays (MediaCity) or towards the main shopping areas of Market St or the Arndale Centre. <b>The Principal Manchester (formerly The Palace Hotel)</b></div>

The venue for our 2017 conference is a beautiful Victorian era landmark in the centre of Manchester – a grade II listed building, dating back to 1890. Known for many years as The Palace Hotel, it has recently undergone a huge refurbishment and has been re-named The Principal Manchester.<br />
<br />
The building was designed by Alfred Waterhouse, and was built for the Refuge Assurance Company as their headquarters, and therefore known as the Refuge Assurance Building. It was then further extended, including the addition of the eye-catching 217 foot tower, in 1910 by Alfred’s son Paul Waterhouse. After almost a century, the Refuge Assurance Company left the building for new headquarters in Cheshire in 1987, therefore placing the building up for sale. There were initially plans for the building to become the new home of the Halle Orchestra, but these did not materialise when sufficient funds could not be raised, so the building lay vacant for most of the next 9 years.<br />
<br />
In 1996, at a reported cost of 7 million pounds, the building was converted to a hotel and opened as The Palace. The stunning glass dome in the entrance hallway was added, enclosing what had previously been an open-topped entrance, originally a turning space for horse and carts (hence the statue of a horse in the reception).<br />
<br />
As with most buildings of this age and scale, there are a few ghost rumours around! Apparently there is a haunted staircase towards the back of the hotel, down which a tragic young woman fell many years ago, and also a particular bedroom in which items/possessions have been known to move around!</div>

They replaced the BIALL Awards for Excellence which ran in 2005 and 2006.<br /> <br /> 2007 marked the centenary of Halsbury's Laws of England, the definitive authority of the law of England and Wales. The paper seeks to improve the accessibility of legislation in Ireland and asks to what extent a number of areas such as a planned programme of consolidation and maximising technology in the online publication of legislation could improve accessibility. The paper identifies five key areas and then asks for responses to questions relating to the five areas identified. Responses and views provided will be used to prepare a final Report with specific recommendations on Consolidation of Legislation and Online Publication of Legislation.<br />

The BIALL Irish group, along with other interested parties, were asked to submit a response to the proposed recommendations. A number of members of the group came together and drafted a response. This draft was subsequently approved by the group as a whole and on the 21st February the BIALL Irish group submitted their recommendations to the LRC. We look forward to the final Report of the LRC and appreciate the opportunity to submit our opinion and recommendations as information professionals. “Knowledge management”: what does it actually mean? It’s a term that I’ve been dimly aware for a while now, but without really understanding what it is or why it’s important. What exactly do you mean by ‘knowledge’? Is it just filing documents in a database? In which case, why wouldn’t you manage knowledge? Isn’t it just common sense? How is it different from cataloguing? </div>

Earlier last month I decided it was time to stop asking these questions and instead get some answers, so when a Knowledge Management course appeared on the lis-law mailing list I was eager to attend. I was also fortunate enough to be awarded a bursary from BIALL’s Awards and Bursaries Committee, (for which I am extremely grateful!), and so I found myself booked into a full-day course on Knowledge Management, run by Helene Russell from The Knowledge Business. <br />

We covered a huge amount of material in just one day, and rather than detail it piecemeal, I want instead to highlight the aspects that resonated most with me: what is meant by ‘knowledge’, why it is valuable and worth curating, and what is needed in order to ‘manage’ it. <br />

Knowledge is, unsurprisingly, what people know. But this rather obvious statement hides a much more nuanced picture. Knowledge is the experience people have, the mistakes they have learnt from, the insight they’ve gained. It does include knowledge of a subject (hence the overlap with library resources) and it also covers documents, such as contracts that have been drafted or forms that have been used in a particular deal. However, I think we underestimate the amount of knowledge acquired simply through experience. Knowledge is more than just information – it is information coupled with insight. For example, a brand-new trainee might diligently check all the law databases for a particular case and not find it, but an experienced librarian might realise there is a mistake in the citation or that this particular case series is actually filed under Journals, not Cases. The librarian has used their previous experience and knowledge of this kind of data to answer the query successfully, and so this kind of insight is extremely valuable. <br />

The value of experience isn’t just restricted to research either. It also encompasses knowledge gained on particular people or clients. A partner who has worked on a particular deal has gained knowledge not only of that transaction, but of the clients involved, the people who are easy or hard to work with, the culture of the organisation and a hundred other things besides. All that experience could be very useful in future deals with the client or working on a similar transaction. <br />

Unfortunately this type of knowledge is also extremely difficult to capture. If that member of staff leaves, they take all their insight and experience with them. I don’t know about you, but there are times when I would struggle to explain precisely how I answered a lawyer’s query. There are times when I tried something out, followed a hunch, chose a particular route to go down. Perhaps something felt right or wrong, and that influenced my next move. A combination of approaches led me to a clue, and somehow I found what they needed. It is my experience that comes into play here, not a particular document or database. <br />

So how do you capture information that lives primarily in people’s heads? How do you get that knowledge, acquired by individuals, to flow around the business so that everyone can benefit? <br />
<br />
Helene stressed that a lot of people make the mistake of thinking that knowledge management is the same as IT: throw a big computer system at the problem and that will fix it. Actually IT is only part of the solution, working well for some types of knowledge but not for others. For example, document storage is usually best served these days by IT. As long as useful metadata is applied in a consistent and careful fashion, a databank of documents, such as previously-drafted contracts or templates, is a good way to avoid reinventing the wheel for every new transaction (hence the overlap with cataloguing). It is also fairly easy to capture this information – after a deal, all documentation relating to the deal can be sifted and uploaded as appropriate. <br />

However, some knowledge does not fit into a system such as this. The hunches on a particular type of search, for example, or the understanding about how a particular client works is just not suited to this kind of database. Furthermore, it is very difficult to get people to tell you everything they learnt on a <br />
transaction – this kind of information tends to come through in dribs and drabs, during a conversation for example. <br />
<br />
This means that knowledge management needs to encompass a range of approaches. The document system works well for that particular kind of knowledge. But other kinds of knowledge are more easily shared face-to-face or via a conversation. This can be as simple as a post-project meet-up to review how the project went, or a breakfast meeting once a month to hear what other parts of the business are doing. I would highly recommend Helene as a trainer. The course was jam-packed with information and clearly presented. I also found it very valuable to draw on Helene’s background as a commercial lawyer - she understood the business environment and was able to use examples I could relate directly to my workplace. I now have a thorough grounding in knowledge management and came away from the course with lots of ideas to explore back in my office. <br />
